History and Structure of ICPC
The Independent Corrupt Practices and Other Related Offences Commission (ICPC) started on September 29, 2000, by President Olusegun Obasanjo. It has a Chairman and twelve Members, two from each of the country’s six zones. Members come from different backgrounds:
- A retired Police Officer (at least a Commissioner of Police)
- A lawyer with 10+ years of experience
- A retired Judge from a superior court
- A retired Public Servant (at least a Director)
- A woman
- A youth (21-30 years old)
- A chartered accountant
The President, with Senate confirmation, appoints the Chairman and Members, ensuring they have integrity. They can only start their roles after declaring assets. The Chairman serves for five years, and Members initially serve for four.
The president also appointed a secretary. The Commission has the power to manage its staff. Section 3(14) of the Act states that it is independent and not controlled by any person or authority.
Duties of ICPC
- Listen to and look into complaints from the public about corrupt actions. If needed, they can take legal action against those responsible.
- Check how public groups work and if their ways help corruption, tell them to change.
- Teach and help officers, agencies, or groups to stop fraud or corruption.
- Tell leaders of public groups how they can change their ways to stop bribery and corruption.
- Teach people about bribery, corruption, and related crimes.
- Get the public to help fight against corruption.
The Corrupt Practices and Other Related Offences Act 2000 requires the Attorney-General to agree to any prosecution for legal actions. Each state has judges to handle cases under the Act, and each state currently has two designated judges for this job.
